Analysts at TD Securities suggest that the EU is expected to publish a joint Juncker/Tusk letter to Theresa May today assuring her that the Irish border backstop is not intended to be permanent.
“Theresa May will then make a statement to parliament around 10:30am ET today to outline developments ahead of the big "meaningful vote" tomorrow night. Today's letter is not expected to suggest any revisions to the Withdrawal Agreement are forthcoming, and a bigger "give" by the EU is unlikely until after the vote on the deal fails tomorrow evening.”
