Fed's Harker: sees 3 hikes this year if inflation does not accelerate

Fed's Harker was appearing in a CBNC interview and came with the following comments:
- Not moved far from his baseline of 3 2018 hikes.
- We are getting close to neutral rate.
- In his opinion, possible that 2019 end of tightening cycle.
- Would not want to go far over the neutral rate.
- Workers need a life time of education.
- Need job retraining programs that really work in this country.
- Harker is the Pres. of the Philadelphia Fed. He is not a voting member in 2018.
