BERLIN, Oct 6 (Reuters) - German Chancellor Angela Merkel wants those responsible for the financial crisis to help solve it, her spokesman Ulrich Wilhelm said on Monday.

Wilhelm was speaking at a regular news conference after Finance Minister Peer Steinbrueck said earlier the country was considering a nationwide "umbrella" to shield its banking sector from market turmoil.

Also speaking at the news conference, Finance Ministry spokesman Torsten Albig said a rescue of Hypo Real Estate would not affect the German budget and said Berlin was sticking with its goal to balance the federal budget by 2011.
